Harkins will be responsible for assisting the Senior Associate Athletic Director for Compliance and Governance in all aspects of NCAA compliance including overseeing roster management and act as database administrator for ARMS and CAi as well as administering NCAA and institutional forms for student-athletes and staff. He will also monitor student-athlete employment and outside competition and oversee initial eligibility and Eligibility Center accounts and assist with preparation and writing of NCAA, Atlantic 10, and Patriot League reports and waivers.

Harkins served as the Director of Basketball Operations at Quinnipiac for five years where he directed the organization and supervision of all logistical aspects of the men’s basketball program. He assisted  head men’s basketball coach Baker Dunleavy in all aspects of the operation of the program, including travel arrangement, practice and game scheduling, and budget control.

Harkins was reunited with Dunleavy at Quinnipiac in 2017. He spent two years (2014-15, 2015-16) as a graduate assistant and video coordinator at Villanova, while Dunleavy was the program's associate head coach.

Harkins was on the staff for Villanova's 2016 national championship, when the Wildcats defeated North Carolina at the buzzer 77-74. In his two seasons, Villanova amassed a 68-8 record and earned a No.1 seed and a No. 2 seed in the NCAA Tournament.

While at Villanova, Harkins oversaw a 10-man student manager staff along with two graduate assistants, and assisted in monitoring the student athletes' academic progress. Additionally, he assisted with the planning and implementation of the on-campus visits of high school prospects, and was responsible for the social media coverage of the basketball program.

Before joining the Quinnipiac staff, Harkins served as the director of basketball operations at MAAC rival Siena.

A 2014 graduate of Marist, Harkins received a bachelor's degree in communications with a minor in sports management. A native of Rockville Centre, New York, he spent two years serving as a student manager for the Red Foxes' basketball team.

Harkins earned his master's in education from Villanova's Education Leadership program in 2018.
